Because cats cannot just randomly appear- kits-to-be-apprenticed will be put up for adoption for new people to take.
Another option is to make up rogues and loners and kittypets.
For now, only 5 cats can be created in each of the clans. [This means any new members may create a cat to randomly exist in the clans.] Once these five are taken up, then cats can no longer be created in the clan.
AVAILABILITY:
Thunderclan: 5 cats[only new members! old members had their chance!] + adopting
Shadowclan: 5 cats + adopting
Riverclan: 5 cats[only new members! old members had their chance!] + adopting
Windclan: 5 cats[only new members! old members had their chance!] + adopting
Rogues: As many as you like for now + adopting
Loners: As many as you like for now + adopting
Kittypets: As many as you like for now + adopting
ANY and ALL cats from the old site do not count against this limit, since they all ready exist.
